Dear BCSD Community,

I am pleased to present for your consideration the Board of Education’s proposed 2026-27 school budget, as approved on April 22, 2026.

We approached this budget by first asking "What do we need?" Using a modified zero-based budgeting strategy, we were able to assess the district’s necessities to ensure fiscal responsibility while continuing our upward trajectory. We plan to continue this process each year to keep our district in alignment with enrollment and our students’ needs.

In our Portrait of a Graduate, we list essential skills that we want every single Bedford Central School District student to develop throughout their career in our schools. We want them to be able to Find their passion. Find their purpose. Find their people. This budget allows us to continue progressing excellence as we prepare our students for a bright future.

The proposed 2026-27 budget of $165,895,484 assigns approximately $815,210 of our Fund Balance to close a projected $5 million budget gap driven by increased healthcare, transportation, operations and maintenance, and capital improvement costs. We have now moved from a self-insured healthcare plan to NYSHIP (with a projected savings of more than $3 million) and helped right-size staffing through attrition.

Key items in this proposed budget include:

  • Conducting a transportation efficiency study to reduce future expenses
  • Adding a social worker at Fox Lane Middle School
  • Maintaining our recently added Safety Coordinator, Elementary School Resource Officer and Mount Kisco Elementary Safety Monitor
  • Adding resources for recommendations from our Dual Language Bilingual Education study
  • Adding $250K to the capital projects fund to enhance maintenance

As one BCSD community, my goal throughout the budget development process has been to provide the programs and resources necessary to help each student, staff member and school do their very best work in pursuit of our district's mission. I wholeheartedly believe this budget serves the children and families of our community well, while supporting fiscal responsibility in both the short and longer term.

Special thanks to the members of our administrative team who helped craft our initial Superintendent’s Budget proposal, along with our dedicated Board of Education members who deliberated extensively in public with engaged community members throughout this thorough process to refine the budget you are now being asked to consider. I sincerely and respectfully ask for your participation in the democratic process by taking time to visit your polling place on May 19, 2026.

In partnership,

Dr. Robert Glass, Superintendent
