2026 DLBE Evaluation

Since the inception of our groundbreaking Dual Language Bilingual Education (DLBE) program in 2014, the first DLBE student cohort is poised to graduate from Fox Lane High School. Although we have previously conducted smaller “critical friends” reviews of the DLBE program at various points in the program’s history, we thought it important at this time to undertake a comprehensive external program evaluation. 

The district issued requests for proposals in 2025, and the Center for Applied Linguistics (CAL) was selected to conduct a comprehensive review of the Bedford Central School District's Dual Language Bilingual Education (DLBE) program. The goal is to evaluate the program's effectiveness and alignment with the most current research in the field, aiming for academic excellence, in service of our success plan.

The review process included the following core elements:

  • Document and Data Analysis: CAL reviewed district policies, program documentation, and student achievement data to assess legal compliance, curriculum alignment, and resource allocation.
  • Site Visits and Observations: CAL visited Mount Kisco Elementary and Fox Lane Middle Schools to observe classroom instruction, looking for effective bilingual teaching practices and the quality of learning environments.
  • Stakeholder Engagement: CAL researchers conducted interviews and focus groups with faculty, administrators, families, and students to capture diverse perspectives on what is working well and where improvements can be made.
  • Comparative Benchmarking: The district's program was compared against similar high-performing programs in other districts to provide broader context.
  • Final Reporting and Recommendations: The project now concludes with a detailed report to the Board of Education on May 27, 2026, identifying strengths and areas for growth, along with a prioritized action plan for long-term program sustainability.
